In-universe, the Federation Database is how The Federation stores information about everything they have encountered, and to store schematics of vehicles, weapons, and designs. This allows one engineer to create designs on one side of the federation that can be used by a commander on the other side of the federation, a bit like a future search engine. It is also used to store information for future inhabitants of the federation, and to prevent a loss of information about the past, much like what happened with the Devastation War
